What Spain's Kit Digital voucher actually funds
Kit Digital pays a fixed voucher of 12,000, 6,000 or 2,000 euros by company size, spent only on listed categories through a registered agent. Here is what it covers, what it excludes and how to sequence it.

Updated 19 March 2024 — application deadlines extended and program figures refreshed.
Kit Digital pays a fixed voucher — €12,000, €6,000 or €2,000 depending on headcount — that can only be spent on listed solution categories, through a provider registered as an agente digitalizador. It funds licenses, setup and twelve months of service. It does not fund strategy, VAT, or anything outside the catalog.
Key takeaways
- The voucher is set by company size, not by need: €12,000 for 10 to 49 employees, €6,000 for 3 to 9 and €2,000 for 0 to 2, under Orden ETD/1498/2021.
- Each category has its own cap: €2,000 for a website with a year of domain and hosting, €6,000 for process management in Segment I and €500 in Segment III.
- You never touch the money. The agent collects the grant through a cession of the collection right, and VAT is not an eligible cost.
- By 12 October 2022 the program had around 127,000 applications and close to 34,000 vouchers granted, with more than 9,300 agents registered.
Who qualifies, and how much the voucher is worth
Red.es runs the program with €3,067 million from the Recovery Plan, financed by NextGenerationEU. It opened in three calls of €500 million each: 15 March 2022 for companies with 10 to 49 employees, 2 September 2022 for those with 3 to 9, and 20 October 2022 for those with 0 to 2.
Eligibility is administrative: an SME or self-employed applicant, current on tax and social security, not a company in crisis, meeting the minimum activity period of each call, and holding the Acelera pyme digital maturity self-assessment.
Kit Digital sets the voucher by headcount: €12,000 for 10 to 49 employees, €6,000 for 3 to 9 and €2,000 for 0 to 2, under Orden ETD/1498/2021, published in the BOE on 30 December 2021.
What each category actually pays for
The catalog is closed and every category carries its own maximum. Most planning mistakes start here: a micro-company reading a Segment I quote is reading unreachable numbers.
| Category | Segment I (10–49) | Segment III (0–2) |
|---|---|---|
| Website and internet presence | €2,000 | €2,000 |
| E-commerce | €2,000 | €2,000 |
| Social media management | €2,500 | €2,000 |
| Customer management | €4,000 | €2,000 |
| Business intelligence and analytics | €4,000 | €1,500 |
| Process management | €6,000 | €500 |
| Electronic invoicing | €1,000 | €500 |
Advanced internet presence and marketplace were added for the later calls; cybersecurity is paid at €125 per device.
What signing with an agente digitalizador commits you to
Only providers listed in the Red.es catalog can deliver. The first catalog appeared on 10 March 2022 with 3,000 agents; by October 2022 more than 9,300 were registered.
The mechanics matter more than the catalog. You have six months from the grant decision to sign the acuerdo de prestación, and you pay by ceding the collection right, so the money moves between the administration and the agent. Delivery runs in two phases: up to three months to implement, then twelve months of service.
Under Orden ETD/1498/2021, beneficiaries sign the service agreement within six months of the grant decision, pay by ceding the collection right to a registered agent, and get twelve months of service. VAT is not an eligible cost.
Where the voucher stops and the business need starts
The website category pays up to €2,000 with a year of domain and hosting. That covers a site, not what makes a site worth having: what the pages are for, which content model survives the next redesign, and how orders reach the systems where invoices live. Those belong to the brief, not to the vendor.
The catalog is organized by product category, not by business problem. A company whose bottleneck is one integration between store and back office may find no category that pays for it, and buys the ones that exist instead. That is how a grant ends in disconnected tools, the failure mode digital transformation hits when treated as a software purchase.
In the first quarter of 2022, 31.8% of Spanish companies with fewer than 10 employees had a website, against 78.5% of companies with 10 or more employees and an internet connection, according to the INE survey published on 18 October 2022.
Year two lands outside the voucher: when the service phase ends, hosting, licenses and support keep renewing.
How to spend it in an order that survives the twelve months
Write the problem list before opening the catalog. The self-assessment measures maturity; it does not say which constraint is costing money this quarter.
Then pick categories that compound. Customer management and electronic invoicing feed each other; a site with no analytics and no content owner feeds nothing. Ask every agent what you keep: domain, source, data export, admin access. Buyers who cannot compare offers default to price.
Platform choice follows the constraint, not the category name: Jamstack or WordPress does not change because a grant pays, and neither does what a company buys when it buys a website.
What changed in this update
Red.es extended the deadline for the open calls to 31 December 2024, confirmed on 1 March 2023. On 22 July 2023 a further call opened for comunidades de bienes, sociedades civiles and shared agrarian holdings with fewer than 50 employees, with an initial €100 million. On 22 December 2023 Red.es reported more than 310,000 grants worth €1.4 billion and around 11,000 registered agents, 98% of them small ICT companies.
FAQ
Can I use Kit Digital to redesign the website I already have?
Yes, if it is a functional improvement rather than a like-for-like replacement. The regulating order allows aid for solutions that replace ones already in use, provided the new one adds function. A new theme on the same site does not qualify.
Does the voucher cover VAT?
No. Value added tax and equivalent indirect taxes are excluded as eligible costs by the regulating order. On a €2,000 website category the company pays that tax on top of the subsidized amount, and it falls due with the agent's invoice rather than at the end of the project.
What happens if I do not sign an agreement in time?
The right to the aid lapses for the unused part. Beneficiaries have six months from notification of the grant decision to sign agreements with registered agents. Categories left without a signed agreement return to the program, and the company keeps only what it formalized in time.
Kit Digital is a purchasing budget with rules, not a digitalization plan. Decide the constraint, map it to categories, then choose the agent by what they hand over; the reverse order produces tools nobody owns. The signal worth watching is how many projects survive the service phase.
